So if you have 1 of each of these scouts going against each other both of them are equally leveled into their suits and the 3 electronics skills and neither has any profile dampening, scanning precision, or range extender modules on their suit: They would both pick each other up and at equal distance right?
Both have range amplification and I would think Caldari's precision bonus is a wash with gallente's profile dampening, but I don't want to run the numbers myself.
Most tankers are like sand people. They frighten easily, but will quickly return...and in greater numbers.

I always figured Amarr scout would be more a light frame assault being slowest, but its bonus is pretty crappy. This is why I do not marry myself to one race's tech.

A level 5 Cal will pick up to either a level 2 or 3 (depending on rounding) but not a level 4 + gal scout.
Well that should keep things interesting. Seems like Caldari is getting the shorter end of the ewar stick at the moment because currently being only level 4 in scout and only level 3 in all 3 of the electronics branch skills I detect everyone but decent scouts (and freaking vehicles for some stupid reason). So profile dampening appears to be the more useful bonus.
Thanks to all for info, I'm a scout newb so its one of the few facets of the game where I'm clueless to how the numbers work.

Look, your question isn't exactly a fair one. If you were 1v1 the Cal will tear the Gal apart. If you want are a team player and use scanning to help your team the Cal scout is going to rule 1.8 - there is no reason to spec into logi when the Cal scout will be a superior choice. For the most part, elite player are going to spec into Cal scout, they will make insanely fast scan + hunt team capable of quickly trapping and locating prey. If you are a team player and run in a team the Cal scout is a dream. I suspect more elite player will use Cal scouts while middle of the road players (9-18m) will use Gal to avoid the stomp.the cal scout is the obvious choice for 1.8 - I tend to run solo so a gal looks to be only way to avoid getting stomped.
I like the Gal scout because I think you can do more with it because of its slot layout and the fact that armor adds more HP than shields. I can use the gal scout traditionally with range amps, a cloaking device, etc; or I can tank the crap out of it and use it as a light assault flanker sort of suit; or I can put a couple uplinks and kin kats on it and use it as the quick forward rush the objective suit.
I figure if I'm playing the team game my team will be best served by me playing my gallente logi with my scanner and the rest of the equipment. The joy of having 50 million SP between 2 characters, I'll be at proto level in 5 different suits
